Its kinda Funny that i posted before
it would mean that online publishing does not fall under the publishing law YET

Couple of important stuff to notice ( aka Points that would throw most internet users in jail )
ما العقوبات القانونية التي حددها المشروع، فقد بين العثمان ان كل من انتفع من دون وجه حق عن طريق الشبكة المعلوماتية أو إحدى وسائل تقنية المعلومات بخدمات الاتصالات أو قنوات البث المسموعة أو المرئية أو أي خدمة أخرى يعاقب بالحبس بما لا يتجاوز السنة وبغرامة لا تجاوز ألف دينار أو بإحدى هاتين العقوبتين.
AlOthman Explained that all who benefited from the unlawful Usage of Internet or one of the other means of information technology services to use communications channels or media broadcasting channels ( audio or video ) or any other service will be punished by imprisonment not exceeding year and a fine not exceeding one thousand dinars Or one of these two penalties
and something for the MPAA
ل من نشر او نسخ عن طريق الشبكة المعلوماتية او احدى وسائل تقنية المعلومات مصنفات فكرية او ادبية او ابحاث علمية او ما في حكمها بدون وجه حق يعاقب بالحبس مدة لا تجاوز سنة وبغرامة لا تجاوز الف دينار او باحدى هاتين العقوبتين، فاذا كان النشر او النسخ بقصد التسويق او الربح تكون العقوبة الحبس مدة لا تجاوز سنتين وبغرامة لا تجاوز 3 الاف دينار او باحدى هاتين العقوبتين.
The act of deployment of Copies of intellectual or literary works or scientific research or what is similar through computer network or one of the means of information technology punished by imprisonment term not exceeding years and a fine not exceeding one thousand dinars, or one of these two penalties, if the purpose of publishing or copying Marketing or profit penalty is imprisonment term not exceeding two years and a fine of no more than 3 thousand dinars, or one of these two penalties

Sometimes there are concerns that some would say that only elites care about , so as an Elitist my self i need to post some of Kuwaitis Elites concerns
So what Concern do the Elitist Have with Kuwait Environment , its not like they live in most of the time you may wonder
well its not the environment per say but our Environment Score !
If you check Environmental Performance Index 2008 [Link]
You will see we scored an EPI Score of 64.5 and got an EPI Rank of 111
We scored Lower than Saudi Arabia ( aka we can’t blame it on religious people ) ! lower than Bahrain ! lower Than Egypt !
the only people in the middle east lower than us are Yemen , Iraq , Sudan and UAE ( by a .5 only )
This is a Farce ! and it need to be dealt with

Right now in Beirut , for two days , the electricity keep on flickering after 10 PM , on off on off
And I’m in Beirut , but went to the mountain for some visits , the weather is really great up there
Did a small walk around my hotel , was searching for a supermarket or something similar , everything is closed at 10 PM !!!and i thought they don’t sleep in here
Of course the Weather in Beirut suck , its full of smog and it smell of diesel

I’m coining a new term , pencil Stealer !
We all heard of pencil pusher , its a person, as an office clerk, whose job entails writing, keeping records, etc. ( aka my job at the governments )
Anyway , now you ask your self , what i mean by Pencel Stealer
If you have studied in any of Kuwait Fine Universities you would have noticed them , they are the guys ( i don’t know if this happen to girls ) that always come to class with no pen or pencil , and are always looking for one to lend them one
its always like this
they see me with a bag of books
” hey forzaq8 , got any extra pen in that bag ? ”
” hey dude could i have a pen , I’ll give it back after class”
” anyone with an extra pen”
And it doesn’t stop them that its a normal class or an exam , its the same they will be with no pen or pencil
and they always take it and never return it back , i start each course with 20 pens and end up maybe 5-7 and that counting the ones i keep in my car and do not take with me to university .
If you can’t be bothered to bring a Pen to an Exam , why the hell you do expect to graduate ? why should we have high hopes of this Generation ?
